Answer:

No way. What you copy from Microsoft Sticky Notes is in plain text format, not rich text or HTML. So pasting everywhere you paste will lose formatting. 
 
If you don't believe it, you can copy the content from one ticky note and paste it into another sticky note, and it will also lose its formatting.
 

Workaround 1:

Log in to outlook.com enter the account mail, you can find the Notes folder below the Inbox folder, and paste the copied content from the Notes folder into OneNote, and it maintain the format.
 

Workaround 2:

Log in to outlook.com enter the account email, there is "OneNote Feed" next to the avatar in the upper right corner, and the content copied from the Note in the OneNote Feed can be pasted into OneNote to maintain the format.
