Just installed Windows, by default, when you click on a PDF file, it use Edge to open it to browse the PDF file.
Other software has difficulty calling Edge to print.
OneNote itself does not have the ability to process PDFs.
It is needing external third-party software to process PDFs.
So, you have to install other, specialized PDF software to help OneNote process PDF files.
