Why is there a situation where 2 versions of Office are retired at the same time?

Originally, Microsoft announced that Windows 10 and Office 2019 would be the last releases. Windows 11 and Office 2021 are no longer present. In the future, only strive for updates to Windows 10 and Office 2019.
However, due to the opposition of enterprise users. Eventually, Microsoft released Windows 11 and Office 2021.
Since a permanent update action has been taken for Windows 10 and Office 2019. For example, separating OneNote from Office 2019 and releasing it as a separate software www.onenote.com.
When Office 2019 was released on February 1, 2018, OneNote was not included in the installation package. Later, in March 2020, OneNote returned to the Office 2019 installation package.
Office 2016 was supposed to be retired in 2021, but Office 2016 was eventually extended to retire with Office 2019 as compensation.
