The OneNote download and install from onenote.com is a free edition. the free edition of OneNote is intended for use with notebooks stored on OneDrive only. It cannot open and create local notebooks. You have to pay for Office 365 to get Office 2016 which include a paid version of OneNote. This one can create and open local notebooks.
