Answer:

Only OneNote in Office 2010, 2013, 2016 under Windows can be used without signing in to your account.
 
Other OneNote, such as

• Android OneNote,
• Mac OneNote,
• IPad OneNote,
• IPhone OneNote,
• OneNote for Win10 (OneNote UWP),
• Free Edition OneNote downloaded from OneNote.com

All these OneNote must be logged into your account before they can be used.
